Dr Voo Teck Chuan

Dr Voo heads the Office of Ethics in Healthcare at Singapore Health Services (SingHealth). 

He is also a faculty member with the SingHealth Duke-NUS Medical Humanities Institute where he co-leads its Bioethics and Health Professions Education programmes. His professional interests lie in addressing ethical issues in healthcare, biomedical research, and infectious disease emergencies. 

Dr Voo has published more than 60 articles and book chapters, and co-edited 2 bioethics volumes, as well as a casebook on Research Ethics in Epidemics and Pandemics (Springer 2024). He sits on various ethics committees in Singapore, including the Singapore Bioethics Advisory Committee, the Ministry of Health Advisory Committee on Restricted Human Biomedical Research, the National Healthcare Group Research Ethics Committee, and the National Advisory Committee for Laboratory Animal Research. He is an elected member of the Board of Directors of the International Association of Bioethics and serves as its Communication Officer. He is a Steering Committee Member of the Global Forum on Bioethics in Research (a platform for low- and middle-income countries’ perspectives on ethical issues in health research), and the Ethics Advisory Board of UNITE4TB (an international consortium to accelerate tuberculosis drug development). He is also a Co-Principal Investigator/Steering Committee Member of the Southeast Asian Bioethics Network. 

Dr Voo has served the World Health Organisation in various capacities in the integration of ethics in clinical guidelines, and the development of ethics guidance relating to research and other responses to infectious disease public health emergencies.
