Dorcas Yim is the Human Resources Director at Tower Transit Singapore, where she oversees people strategies for a workforce of nearly 2,000 in the public transport sector. With over a decade of HR leadership experience, she drives initiatives across talent acquisition, workforce transformation, employee engagement, and industrial relations.

She is passionate about creating people-first, inclusive workplaces, and has led award-winning programmes focussed on workforce sustainability, union collaboration, and frontline well-being.

As an active thought leader, Dorcas has spoken on panels for Tower Transit’s Driving Change podcast, featured in segments with Great Place To Work® Singapore, and recently hosted a fireside chat with graduating students from the Singapore University of Social Services on building meaningful careers. Her work reflects a strong commitment to mentoring future professionals and advancing positive organisational change.

HM 10 - It Takes a Village to Manage Abuse and Harassment in the Healthcare Ecosystem
When Service Meets Challenge: TTS’ Frontline Experience
Frontline workers, whether in healthcare or public transport, regularly face challenging and, at times, abusive encounters with members of the public. In this session, you can learn how Tower Transit Singapore responded to a serious incident in early 2025, where a Bus Captain was physically assaulted while driving on the expressway. Despite the attack, he ensured the safety of over 50 passengers before stopping the bus—demonstrating courage under pressure.
 

This incident sparked renewed commitment across the company, union, and regulators to strengthen protective measures for frontline workers. The session highlights initiatives such as de-escalation training, staff support systems, and the timely rollout of the “Conditions of Carriage” in March 2025, a new legal guideline granting Bus Captains the authority to ask non-compliant passengers to disembark.

Exploring into how a collective, cross-sector approach—involving employers, unions, workers, and government—can create safer and more respectful work environments. Drawing parallels with the healthcare sector, the session invites reflection on how “a village” of support is essential to protect those who serve the public daily.
