Oliver is VP Clinical at Intellect, a Singapore-based mental health technology company supporting individuals and organisations across APAC and globally. He is a clinical psychologist by training and leads Intellect’s clinical governance, provider quality, and outcomes strategy, ensuring care is evidence-based, safe, and measurable at scale. He is also an adjunct assistant professor at the National University of Singapore (NUS). 

His work sits at the intersection of clinical practice, digital health innovation, and applied research, with a focus on how technology can extend access without diluting quality. He has led the design of stepped-care models that combine digital tools with human-led support, emphasising measurement-based care, risk oversight, and practical pathways for triage and escalation.

Oliver collaborates with health system and academic partners on research that translates into real-world service improvement, including evaluation of digital and AI-enabled mental health interventions. His current focus is building clinically robust frameworks for responsible AI in mental health, covering safety, bias, clinical effectiveness, and implementation standards, alongside clear guidance for healthcare teams on when AI should support care, and when it should not.
