Adj Prof Horsburgh brings a deep understanding of healthcare across Victoria’s public sector to his role as Chief Executive of the new Bayside Health.
Adam has served as the Chief Executive of Alfred Health since 2024 and was previously the CEO at Austin Health for four years. He has held other senior roles serving as the Deputy Chief Executive Officer and Chief Operating Officer at Melbourne Health as well as the Chief Operating Officer for Southern Health (now Monash Health) at Monash Medical Centre.
His experience includes senior policy and advisory roles with the Victorian Government’s Department of Premier and Cabinet and Department of Health, where he was the Director of Performance and System Design. In addition, he has international health experience through various operational management roles in the UK’s National Health Service.
Adam’s areas of interest include health equity, quality service delivery and positive organisational culture.

Bayside Health: Early reflections on a voluntary System‑Scale MergerThis presentation examines the creation of Bayside Health, Victoria’s newest large public health service, formed through the voluntary merger of five organisations to serve more than 1.2 million people across metropolitan, regional and rural communities. It outlines how a shared vision for equity, quality and sustainability enabled system‑wide integration while preserving strong local identity, delivering early benefits in access to specialist care, workforce pathways, research and patient flow.Drawing on the Bayside Health experience, the session highlights key lessons for health leaders, including the importance of clear governance and leadership; disciplined transition planning; and the power of connectivity to improve equity across diverse geographies. Together, these insights offer a practical and transferable model for healthcare reform in complex, multi‑region systems.

This presentation explores how Artificial Intelligence is moving from pilot projects to becoming a core capability (and challenge) in modern healthcare systems. Drawing on real‑world experience, the CEO highlights how AI can augment clinical expertise, improve access and safety, and support a more sustainable workforce—while emphasising the leadership, governance and trust required to implement AI responsibly at scale.
