Mr Lian Ghim Hua was appointed Commissioner of Singapore's Immigration and Checkpoints Authority (ICA) in September 2025. Mr Lian oversees border security across all air, land, and sea checkpoints, deploying advanced technologies to facilitate travel and trade, while maintaining robust security. He also steers ICA’s administration of Singapore’s laws on immigration, citizenship, and national registration, including issuing identity documents and processing citizenship and permanent residency applications. As Commissioner, Mr Lian leads ICA’s transformation efforts to keep Singapore secure, connected and resilient amid evolving global challenges. 

Mr Lian brings over 26 years of public service experience, including as Deputy Commissioner (Operations) of the Singapore Police Force, with policy roles at the Ministry of National Development and Ministry of Home Affairs. He also served on the boards of POLWEL Co-operative Society, Singapore Polytechnic and the National Crime Prevention Council. 

An alumnus of Cornell University (Master of Science in Engineering Management) and the Stanford Graduate School of Business, he is also a graduate of the FBI's National Executive Institute and holds coaching certifications from the Institute of Executive Coaching and Leadership. He is a recipient of multiple public service awards, including the Public Administration Medal (Silver).

HM 21 - Redefining Border Security and Service Delivery: The ICA Transformation Journey

In an era of evolving global threats and rising traveller volumes, the Immigration & Checkpoints Authority is fundamentally redefining border security and service delivery. This presentation explores ICA’s ambitious multi-year transformation journey, centered on two pillars: the New Clearance Concept (NCC) and Services Centre Next Generation (SCNG).  Attendees will gain insights into how ICA successfully realised its vision of a "passport-less" traveller experience and automated issuance of passports and NRICs at the ICA Services Centre. Through the lens of technological innovation, customer-centric design and workforce upskilling, ICA demonstrates how a traditional security agency can evolve into a world-class leader in both border security and service excellence.
