A/Prof Habeebul Rahman is a Senior Consultant Psychiatrist in Tan Tock Seng Hospital (TTSH) and practices in general adult psychiatry with area of expertise in psychotherapy, having trained in psychodynamic psychotherapy, cognitive behavioral therapy, transactional analysis, and mentalisation-based therapy among others. He sits on various advisory committees in psychiatry and teaches at undergraduate and postgraduate levels including YLL School of Medicine, Lee Kong Chian School of Medicine, National Psychiatry Residency Training program, and the Singapore Medical Association Centre for Medical Ethics and Professionalism. He served as the Chairperson of TTSH’s peer support program from 2011 to 2023 and set up the TTSH Office for Protection of Employees (TTSHOPE) in 2024 for which he is the current Clinical Director. A/Prof Habeebul also contributed to the Workplace Safety and Health Guidelines for Healthcare 2023, on workplace harassment and violence and workplace health and wellbeing.

HM 9 - A Journey of TTSHOPE- setting up the Hospital Office for Protection of Employees

It began with an idea at the launch of WSH Guidelines for Healthcare in Feb 2023 -that healthcare workers deserve as much protection as data that runs through healthcare. If there could be a Data Protection Office, why not a Staff Protection Office? Following the launch of the Tripartite Framework for Prevention of Abuse and Harassment in Healthcare a month later, the staff protection office in TTSH was set up with the specific intention of providing a consolidated and concerted response unit within the hospital. Conceptualised as the fourth pillar of a Total Workplace Safety and Health ( TWSH) strategy, alongside Environmental Health, Occupational Health and Wellbeing, the Hospital Office for Protection of Employees, or HOPE, comprises representatives from across the hospital’s family groups and a dedicated operations arm, and is built on 5 fundamental domains- fostering a Culture of respect and empathy, Response and enforcement for abusive situations, Engagement with staff to spread awareness, Surveillance and benchmarking to build data-driven interventions, and consolidating Training which is fit for purpose (CREST). The presentation describes the formation of HOPE and the main lessons learnt in the 2 years since inception.
