Dr Andy Poh is a seasoned Healthcare Strategist, Executive, Leadership, and Transformation Advisor with an international career of senior-level positions across governments and industries. His roles include advising leadership on strategy, policy, system-level transformation, industry trends, emerging technologies, innovation, and future readiness, including population health, public private partnerships, and other healthcare domains.
Among his appointments, he is Honorary Professor at the University of Birmingham, Senior Advisor to World Scientific, Senior Fellow at Japan’s Health and Global Policy Institute, and Senior Advisor to Health System Intelligence, an international entity specialising in predictive healthcare AI-data analytics. He is also Advisor to Honour Singapore, an organisation dedicated to promoting a culture of honour and honourable behaviour. He has been longstanding Advisor in the Prime Minister's Office of the United Arab Emirates. Earlier, he worked in the Government of Dubai with roles of strategic transformation and business innovation. Prior to the UAE, he was based in Singapore and China as Vice President and General Manager of a listed healthcare group, growing its network and leading overseas market expansion via greenfield and brownfield strategies. He first started his career as a practising doctor in Australia and Singapore.
His diverse qualifications include Master of Laws, MSc in Public Administration and Development, MBA, MBBS and Graduate Qualifications in Occupational Medicine, Family Medicine, Family Practice Dermatology and Higher Education.

In an era of rising public expectations, Public-Private Partnerships (PPPs) have emerged as a pivotal mechanism for delivering public value in healthcare. Given its importance in the ecosystem, there arises a need for a structured, systematic understanding of their architecture, application and evolution, so as to elicit actionable insights from what is often an expansive domain.T
his session offers a strategic overview lens of how governments and private sector partners can collaborate to harness complementary strengths, mobilize resources and deliver high-impact solutions—ranging from infrastructure development to service transformation. Foundational PPP principles, key contractual models and the strategic rationale for their adoption will be unpacked.
Real-world case studies will ground these insights, illustrating both the transformative potential of PPPs and the common pitfalls they face—highlighting critical enablers such as effective risk-sharing, robust governance and stakeholder alignment.
