Mr Tay Ter Long is a senior executive with more than 20 years of experience spanning both the private and public sectors. He currently serves as Chief of Government Procurement, Ministry of Finance (MOF), Singapore, leading the procurement profession in the public service. He has a pivotal role in empowering procurement to unlock value to achieve desired outcomes with good governance and value for money.

He started his career as a Quantity Surveyor (QS) in Davis Langdon & Seah prior to joining the public service, JTC, in 2017. As Group Director of Contracts & Procurement in JTC, he led the procurement and contract management function in JTC (including JTC’s Centre of Excellence - B&I and FM role).

Ter Long contributes actively towards the procurement community, both in the public and private sector space, serving in various platforms and committees. He graduated from the National University of Singapore with a Bachelor of Science, (Hons) (Building) and is a member of SIPMM Advisory Board, an Accredited Professional Quantity Surveyor (APQS), Fellow of Royal Institution of Chartered Surveyors (RICS), and Fellow of the Singapore Institute of Surveyors & Valuers (SISV).

SC 1 - Transformation in Public Procurement – Journey towards Sustainability & Unnovation
In recent times, there have been increasing pressures for the procurement function to step up in supporting businesses in multiple fronts. Public procurement too is doing likewise to unlock value for public agencies while ensuring good governance.

Mr Tay Ter Long will share the approach taken by the public procurement function to support areas such as sustainability, innovation amongst many other objectives, and how public procurement is transforming itself to do that.
