Constance is currently the Deputy Director of the Operations division at the Communicable Diseases Agency, with over 15 years of public health experience at Singapore’s Ministry of Health. Her work spans surveillance, investigation, and control of communicable diseases of public health significance, including measles, MERS-CoV, avian influenza, Ebola (EVD), COVID-19, and Mpox. She has held diverse roles across various disease teams, contributing to outbreak response and public health policy.

During the COVID-19 pandemic, she served as Deputy Head of Singapore’s Contact Tracing Centre, where she oversaw national contact tracing operations and epidemiological investigations. In 2018, she was seconded to the World Health Organization (WHO) headquarters in Geneva as an epidemiologist, supporting the Ebola response in the Democratic Republic of Congo.

Passionate about training and capacity building, Constance has lectured for the Specialist Diploma in One Health at Temasek Polytechnic and mentored participants in the Singapore Field Epidemiology Training Program (S-FETP). She is a Registered Nurse and holds a Bachelor of Health Sciences (Nursing) from the University of Sydney and a Master of Public Health from the National University of Singapore and is also a graduate of the S-FETP.
